Opening remarks

 Dear Reader!

We would like to present to you a special issue of our Electronic Journal.

We consider the issue is special because it is entirely devoted to issues of competition policy in the area of intellectual property relations.  The relevance of competition protection and intellectual property protection conditioned by the fact that in today's world, it is hardly possible to achieve sustainable economic growth without innovation. A key to the innovations is fair competition and using such intellectual property rights, which does not harm economic development.

In 2013, at the Faculty of Economics of Moscow State University was established the Department of competition and industrial policy. It is time to present the results of its intellectual activity in the pages of this electronic journal. Note that the employees of the department are actively introduce colleagues their experience during the reports at various scientific events and publications in high-ranking journals.

Competition policy is one of the most promising areas of scientific researches, not only at the Faculty of Economics of Moscow State University, but also in a number of leading universities and research centers in Russia and abroad. No coincidence that important place in the articles of this issue devoted to the foreign experience of competition advocacy and antitrust restrictions in the intellectual activity results sphere. This area is essential both theoretical and practical importance. Department staff closely work with the Federal Antimonopoly Service of the Russian Federation and the other regulators of our country. Many proposals of the Department researchers are used in the preparation of normative documents and applied in practice. Researchers of the department have a significant experience of expert activity and are recognized in their field.

We are glad to cooperate and looking forward to your publications and feedback about the articles published in this issue.
