Opening remarks

 Dear Reader!

We would like to present to you a new issue of Electronic Journal of Faculty of Economics.

In this issue we continue the publication of materials of the the annual scientific conference "Problems of methodology of modern economic science and its practical aspects in the field of competition and industrial policy", which took place on 15 March 2016. The organizers and spiritual inspirers of this event were Department of Philosophy and Methodology of Economics and Department of industrial and competition policy. Three articles prepared on the basis of reports devoted to the anthropological problematics in the modern economic science, The features of modelling social processes by the Republic of Karelia example, competitive advantages and disadvantages of the Moscow region neighborhoods. These articles have not only important theoretical but also applied practical significance as they allow to formulate recommendations for the development of different regions of Russia.

We ask to pay special attention to the article “Macroprudential regulation and early announced development of the potential emergence of financial instability in Russia”, prepared by the thanks to the creative union of experienced professor and still very young researcher –  master’s student of the Faculty of Economics of Moscow State University. This article is devoted to a vital topic – improving regulation of the financial system based on the selection of indicators that best advance may indicate financial instability. The authors expect the composite index of early warning of financial instability, the effectiveness of which in the Russian economy is verified by econometric models. This experience of joint research seems to us a success.

The article, which should cause an increased interest not only of the Moscow University, but also representatives of other universities, is dedicated to the methodical approach assessment to making the researcher’s taring in Lomonosov State University. At the moment there is no a single decision concerning the using of ratings in the scientific and educational process, calculated on the basis of the formulas. Development proceeds by trial and error, and often negatively affects on the quality of work of university staff. At the same time, proponents of this approach appeals to the experience of foreign countries, speaking about the role of ratings in increasing the effectiveness of the universities. Identified problems can become an important contribution to the discussion of the system of ratings of scientific work at Moscow State University, draw additional attention of scientists and teachers, and possibly to initiate discussion on the pages of our journal.

We are glad to cooperate and looking forward to your publications and feedback about the articles published in this issue.
