Abstract
The article argues that a sufficient level of economic development serves as the foundation for national economic sovereignty, which is also largely upheld by the stability of the social contract. In recent years, this contract has undergone an evolutionary transformation aimed at preventing internal threats to national security. The authors demonstrate that only conditions of the social contract perceived as transparent and fair by all participants in economic relations can ensure national economic sovereignty. It is essential that the scope and forms of the state's economic role, along with its other functions, be accepted by economic agents in such a way that society, the state, and business share a common understanding of the national economic development goals. This shared understanding must be embedded in a social contract in which all citizens are equally able to exercise their rights and fulfill their responsibilities.
