Abstract
The issues of uneven spatial and economic development, growth factors in different countries and regions, especially the role of innovation, increase the interest of the academic community in studying the innovative climate. The necessity of enhancing economic policy and conducting monitoring of territorial development to boost the competitiveness of the national economy in the context of new challenges heightens the researching problem importance. The aim of this article is to clarify the conceptual framework of the issue of innovative climate development, to summarize the existing points of view on the definition of this concept, and to highlight its characteristics, depending on the object of study. The research methods are analysis, synthesis, inductive method and comparative studies. As the result various scientists’ opinions have been systematized. The author suggests personal approaches, named as universal and special and determines the relevant types of structure of the innovative climate elements. It’s necessary to use a special approach for studying this issue in rural areas, given the problems of development in this type of territory. The classification of regions according to the level of innovative climate development is presented and appropriate measures of state support are proposed.
