Abstract
The article considers theoretical approaches to the creation of clusters, their typology and principles of organization in the modern economy are formed. The article highlights the features of the artificial intelligence technology market in Russia, including the main regions of development and leading technological enterprises. The key cases of the association of scientific and educational institutions for the development of artificial intelligence in the association are described. The leadership of the city of Moscow in comparison with other regions of the country in its readiness to create multidisciplinary associations of science, education, and industry in high-tech areas of the economy has been determined. Based on the analysis carried out, a project was drawn up to create a cluster of artificial intelligence technologies in Moscow, which analyzed the potential directions of technology implementation, the main regulatory framework, and a scheme for building cooperation among cluster participants. The most promising cluster project implementation site has been identified, the primary cluster participants, the tenant accommodation facility, and the functions of the participants have been selected. A primary analysis of the return on urban investment in the project, considering rental payments and tax returns, has been conducted.
